LUCKNOW: To promote UP’s religious potential and establish the state as the hub of religious and spiritual tourism in the country, the UP cabinet on Wednesday gave its approval to the New Tourism Policy for five years. Under the policy, the government will develop separate religious circuits.
As per the vision, places associated with Lord Ram will be developed as the Ramayan Circuit and those associated with Lord Krishna as Krishna Circuit. State cabinet minister AK Sharma said Ayodhya, Chitrakoot, Bithoor and other places of significance during the Ramayan period will be included in the Ramayana circuit.

Similarly, Mathura, Vrindavan, Gokul, Govardhan, Barsana, Nandgaon, and Baldev will be included in the Krishna circuit. The Buddhist circuit will include Kapilvastu, Sarnath, Kushinagar, Kaushambi, Shravasti, Ramgram and other places. Sharma said that to promote wildlife and eco-tourism, Sanctuary and Forest Reserve will be developed.
At the same time, it is proposed to increase tourist-friendly facilities while developing areas related to wildlife. The slew of incentives to boost tourism include power and municipal taxes on industrial rate to all tourism units, allotment of land for setting up tourism units in industrial pockets, capital interest subsidy of upto Rs 40 crore, incentives for heritage hotels including 100% exemption from stamp duty and land use conversions, unique employment generation subsidy, full waiver on land conversion and development charges on all new tourism units.
These measures, experts said, will contribute towards UP’s goal of becoming a one trillion-dollar economy. Principal secretary, tourism and culture, Mukesh Meshram, said: “The idea is to prepare a framework that is simple, lucrative, investor-friendly, job-creating and boosts local economies. The guiding principle has been to energize the system so that it fuels UP’s trillion-dollar economy dream in a significant way.”
“While new places are being added to popular and existing circuits, new areas have been identified for investment,” he added. Meshram said 22 activities such as budget hotels, heritage hotels, star hotels, heritage homestays, ecotourism units, caravan tourism units, exhibitions, pilgrim dormitories, dharamshalas, wellness resorts, all-weather seasonal camps, reservoir-lakes, wellness tourism, adventure tourism have been cited in the new policy.
Craft circuits: The districts famous for handicrafts will be developed. A proposal has been passed to construct a craft circuit. Mahabharata circuit: Hastinapur, Kampilya, Echhatra, Barnawa, Mathura, Kaushambi, Gonda, Lakshagriha have been selected. Shaktipeeth circuit: To include Vindhyavasini Devi, Ashtabhuja to Devipatan, Naimisharanya, Maa Lalita Devi, Maa Jwala Devi, Shakumbhari Devi from Saharanpur to Shivani Devi, Chitrakoot and Sheetla Mata, Mau.
Sufi Kabir circuit: It is proposed to be extended from Amethi, Magahar, Sant Kabir Nagar to Kabirdas’ Karmabhoomi – Lahartara in Varanasi. The Jain circuit will also be extended from Deogarh, Hastinapur to Parshwanath, Digambar Jain temple, Ramnagar. Freedom struggle spots: It will include places like Meerut, Shahjahanpur, Kakori, Chaurichaura.
